Interstate Water Issues
David Barfield, the chief engineer of the division of water resources, Kansas Department of Agriculture, is the state's lead representative on the interstate river compact administrations.
The interstate water issues team is composed of professionals in Topeka, Stockton and Garden City charged with assisting Mr. Barfield in fulfilling the state's responsibilities with respect to these interstate matters and to monitor compliance of neighboring states to insure Kansas is obtaining its full benefits from these interstate waters.
The primary emphasis of the team's work is the Kansas-Colorado Arkansas River Compact, the Republican River Compact and Missouri River issues. We work closely with the Attorney General's office on enforcement of interstate compacts.
