  There are activities that clearly require commercial pesticide applicator certification and pesticide business licensing. 
  These include:

  • Use of a pesticide product label-restricted for use by a certified applicator (commonly referred to as a restricted use pesticide or RUP) - except, possibly, when an RUP is used by a privately certified producer of an agricultural commodity;
  • Applying any chemical substance to control a pest for compensation; and
  • Advertising to apply pesticides for the control of any pest.
