Plant Pest Movement Permits
Persons wishing to move a plant pest between states or import a plant pest from a foreign country are required by federal law to apply to the USDA for a permit.
The initial application is made to the USDA who conducts an evaluation of the application. The USDA then provides these applications to the states for their review and comment.
This can be a lengthy process, so applicants are strongly advised to apply for a permit as soon as possible.
