- Additional incentives offered to water rights located within the targeted area
- Conversion to dryland farming
- Additional points given to those willing to enter the Water Rights Conservation Program for ten years
- Applications can be taken at the Natural Resources Conservation Service centers

Water Transition Assistance Program
- Voluntary program designed to help restore aquifers and streams in critical areas
- Permanent dismissal of water right
- Land is available for dryland farming
- Monetary compensation is based on the amount of Historic Consumptive Water Use available under the water right
